IEC (International Electrotechnical Commission) is the world leading organization that prepares and publishes the International Standards for electric, electronic and related technologies areas, aside from disciplines like terminology, electromagnetic compatibility, performance, safety and the environment, including works to optimize the energetic efficiency and development of standards for renewable energies. The IEC Standards support the commerce between countries, providing a reference for the operation of the agreement about Technical Barriers to the Commerce of the World Commerce Organization (OMC).
The IEC members are known as “National Committees”, by country. Each National Committee is a representative of the interested parties in the area on a national level. Those Committees are comprised by representatives from the industries, government agencies, academies, commerce associations, standards developers and users.
The Brazilian Committee of Electricity, Electronic, Lighting and Telecommunications (Cobei) is the National Committee responsible for Brazil’s activities and representativeness at IEC.
The main work branches of IEC are the preparation of International IEC Standards and the management of the IEC Certification or Conformity Evaluation Schemes.

Technical Committees:
A Technical Committee (TC) or Subcommittee (SC) prepares the International Standards for the specific areas of electrotechnology.
All the National Committees may take part in the work of any TC, whether as:
P Member or participant, with the obligation to vote on all the stages of elaboration of the International Standard Project and take part in the meetings, or
an O Member or an observer, with the obligation to vote on the final project of International Standard.
The work resulting from the Technical Committees and Subcommittees are divided into two categories, the normative and informative. The publications named as normative are the International Standards, Technical Specifications, Publicly Available Specifications and, Technical Industrial Agreements, and the informative publications are Technical Reports, Evaluations of Technological Tendencies and Guides.

– Brazilian participation:
For participation on international meetings, Brazilian delegations are created, which will help in the elaboration of the international standard. The obligation of the Brazilian delegate to act on TC, SC or WG of the IEC is to defend and promote the national position focused on the theme of the meeting, which was previously established by the Brazilian Committee (CB) through its Study Commission (CE).
It is worth noting that the Brazilian delegate is not a member of IEC, but a member of the Brazilian delegation which he will represent. Those Brazilian specialists must not issue their opinions individually at the meetings with other representatives from other delegations, but the national positioning previously established by CE.
The designation of a delegation member is made by a CB proposal to the IEC National Committee. A few points must be taken into consideration, such as: proven experience on the theme, ability to decide in order to defend or accept the proposals discussed and the capacity to express oneself in English.
On delegations comprised by more than one delegate, the CB must propose the head of the delegation, which will be the representative of the delegation at the meeting.
